Successful Planning Strategy Finally Unlocks Approval for Hertford Redevelopment
Our successful planning strategy and engagement with East Hertfordshire District Council has resulted in planning permission for a mixed-use redevelopment in Hertford town centre.
Our client, Martorana Property Ltd, can now proceed with redeveloping brownfield land south of Fore Street into a three-storey, mixed-use scheme. Designed by Bryant & Moore architects, the new building has drawn inspiration from Hertford Town Centre’s heritage and will comprise nine new apartments and a ground floor retail unit, together with car parking, cycle storage, and significant soft landscaping that will result in a Biodiversity Net Gain of over 143%.
“Following two years of stop-start negotiations, we were appointed to try and revive a planning application that had stalled in the system and failed to progress,” explains Aaron Henecke, our associate director. “Though we were able to address several issues in a short time, officers ultimately refused the application. We then appealed that decision which resolved several reasons for the refusal, particularly surrounding the quality of accommodation, landscaping and waste/recycling storage.
“We quickly re-engaged East Herts in a pre-app process where we were able to liaise positively with planning and urban design officers to negotiate and overcome their last remaining concerns, before re-submitting a revised application.
“After further negotiations with Hertfordshire County Council’s highways team, the application was finally approved by officers under delegated powers.
“Applicants are no doubt all too familiar with the many speed bumps and roadblocks currently slowing the UK’s planning system, which is why it is so crucial to have a robust planning strategy from the start. This project is a good example of how strong negotiation, proactive collaboration and a bit of perseverance can deliver a positive outcome,” adds Aaron.
